Read as a deadline, 2028 is comfortable. Read against a hardware development cycle it is not, and the second reading is the one that matters. A product entering definition now will be in production well before then, which means the choice is between designing for the passport once or retrofitting data collection onto a product already shipping — and retrofitting means going back to suppliers for declarations about parts chosen years earlier, some of whom will no longer supply them.

The indicative recycled-content requirements deserve separate attention because they constrain materials rather than paperwork. A minimum recycled fraction is not a reporting obligation; it changes what a housing can be made of, which changes tooling, which is among the least reversible decisions in a hardware programme. Those requirements are the ones worth tracking closely as they firm up, since they land on decisions made long before the compliance date.
