ETCS Covers Only 10% of the European Core Rail Network

The Third ERTMS Work Plan reports 12,400 km of line and 8,730 equipped vehicles at the end of 2024, and calls deployment significantly behind schedule.

The European Commission published the Third ERTMS Work Plan on 23 February 2026, prepared by the European Coordinator for ERTMS. Its central figures are sobering. At the end of 2024, the European Train Control System was deployed on 12,400 km of line, roughly 10% of the TEN-T network, and only 8,730 vehicles — about 19% of the EU railway fleet — carried ETCS onboard units.

The work plan states that deployment remains significantly behind schedule and is structurally uneven across member states, and calls for acceleration to industrial-scale deployment to meet the objectives of the TEN-T Regulation. Those milestones stand at 2030 for the core network and 2050 for the extended network. Priority actions named include cross-border governance, sustained financing, and a shift from individual projects to network-level implementation.

Read as a market signal rather than a progress report, the numbers say the opposite of what they appear to. Ninety percent of the core network and eighty-one percent of the fleet have not been converted, which means the retrofit wave — trackside balises, axle counters, onboard computers, and the industrial networking, power and cabinet integration around them — is overwhelmingly ahead rather than behind.

The other thing the report identifies is where the risk actually sits. The technology is not the constraint; ETCS is mature and deployed at scale in several countries. The constraints are governance across borders, financing that survives national budget cycles, and the organisational shift from treating each line as a project to treating the network as one implementation. For a supplier that means the scheduling risk to plan around is member-state programme delay rather than technical readiness — contracts that assume a national rollout stays on its published timetable have historically not aged well.

For anyone doing trackside work, the practical content is unglamorous: enclosures that survive twenty years beside a railway, power that tolerates the supply available there, gateways that can be diagnosed without a possession, and documentation that outlasts the engineer who wrote it.
