Rotterdam Orders the World's Largest Shore Power Installation

More than 100 MVA across 35 connection points and eight kilometres of quay, able to supply roughly 32 container ships at once, operational in the second half of 2028.

Rotterdam Shore Power, a joint venture of the Port of Rotterdam Authority and Eneco, has selected ABB to engineer, deliver, install, commission and maintain shore power systems totalling more than 100 megavolt-amperes — described as the largest shore power capacity anywhere to date.

The scope covers 35 connection points along eight kilometres of quay at APM Terminals Maasvlakte II, Hutchison Ports ECT Delta and Hutchison Ports ECT Euromax, able to supply roughly 32 container ships simultaneously. Installation starts in the second half of 2027 and operations begin in the second half of 2028, ahead of the EU's 2030 shore power deadline. The system is projected to cut about 96,000 tonnes of CO2 a year from 2030, with a target of vessels drawing shore power for at least 90% of moored time. Each terminal is covered by a multi-year ABB service agreement.

The 90% target is the number that turns this from a power project into an automation project. Getting a ship to plug in once is straightforward. Getting thirty-two of them to plug in for nearly all of their moored time, every day, requires the connection to be fast enough that a crew will bother, reliable enough that they trust it, and instrumented well enough that anybody can tell afterwards whether it actually happened.

The systems underneath are consequently substantial: medium-voltage switchgear, frequency conversion between shore and ship standards, cable management that is increasingly robotic, metering accurate enough to bill from, and a supervisory layer that has to talk to terminal operating systems and vessel arrival data so that a berth knows what is coming and when.

The reporting requirement deserves particular attention. A target expressed as a percentage of moored time is only meaningful if moored time and connected time are both measured, per vessel, in a way that survives a dispute with a shipping line. That is a data quality and timestamping problem long before it is an energy one.
