West Virginia Instruments a Bridge With 57 Sensors for $820,000

The West Virginia Department of Transportation used an $820,000 federal grant to instrument the East Huntington Bridge, which opened in August 1985 and carries about 14,000 vehicles a day.
The array is unusually well documented, which is what makes it useful to anyone scoping similar work: 20 cable accelerometers, 19 deck and tower accelerometers, 6 tiltmeters, 6 displacement sensors, 4 crack meters, 1 weather station and 1 vessel-collision detection system. Fifty-seven devices, one structure, one published price.
The operating results give the business case a shape too. The system recorded a magnitude 3.3 earthquake near Oak Hill, Ohio, in February, and officials put the annual avoided inspection and maintenance cost at roughly $350,000. Against an $820,000 installation, that is a payback measured in years rather than decades, though the figure is the department's own and covers avoided cost rather than realised savings.
WVDOT is eligible for a second-stage award of up to $15 million and plans to extend monitoring to six additional bridges. The work involves Marshall University civil engineering professor Wael Zatar and state bridge engineer Tracy Brown.
One caution belongs with the citation. The federal SMART grant programme that funded this was curtailed under the Consolidated Appropriations Act, 2026, which reallocates $204,912,000 in unobligated balances and ends new funding notices, while honouring 122 existing first-stage and 7 second-stage agreements. Anyone using this project as a template for a proposal should route it through a different bridge programme and confirm current status with the department of transportation rather than assuming the second-stage pipeline is open.
As a reference architecture it stands regardless of its funding source: a known sensor mix, a known cost, and a stated return on a real structure is more useful than any vendor case study.
